Fix and update CompositorLatency Metrics
The metrics based on FrameReportType are no longer required. The ratio
is known, and deficiencies with CC Deadlines are under plans to be
addressed. This change removes them.
Breakdowns for FrameSequenceTrackerType were not being emitted. This
fixes that so that breakdowns, such as CompositorLatency.TouchScroll.
SubmitCompositorFrameToPresentationCompositorFrame.
StartDrawToSwapStart are working again
OBSOLETE_HISTOGRAMS=Patterned histogram CompositorLatency.*.*.* is
replaced by CompositorLatency2

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
