Resolve TODOs in 2-QWAC TLS Certificate Binding code Most of the TODOs were previously fixed (but not removed). The TODO that isn't already fixed is checking that an "alg": "ES256" key is on P-256 instead of some other group. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
