Remove ConstructPasswordReuseInfo method; In this CL, password manager client logic gets cleaned up by removing the ConstructPasswordReuseInfo method. Instead, we initialize the PasswordReuseInfo struct directly. Also, fixed a DCHECK failure and record the combined potential password theft signal in the telemetry service. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
