[Windows] Simplify SUBSYS_FILES sandbox policy. This CL simplifies the SUBSYS_FILES sandbox policy. It makes a number of changes. - Removes the broker distinction and hardcodes the old checks. - Removes the FILES_ALLOW_DIR_ANY policy. - Merges the OpenFile and FileName policies which were always aliases. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
