[M136] Cert Management UI V2: fix ChromeOS provisioning details dialog Add in missing string that is preventing the 3 dot menu from opening the ChromeOS provisioning details dialog. String was added in https://crrev.com/c/6206476 (1/30 but missed migrating over due to timing of the CL that created chrome/browser/ui/webui/certificate_manager/certificate_manager_ui.cc (1/29). To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
