Privacy Sandbox Settings: Move FLoC to Topics API CL renames the existing functions used for FLoC access to ones usable by the new Topics API. Some semantics change, as there is no ability for a user to "reset" the Topics API computation (control is provided over topics directly instead). This means there is no requirement to track whether a reset was user initiated. Many functions are left as stubs to support existing UI code which still expects FLoC functions to exist, as some FLoC information is still presented in the UI, despite FLoC having been removed from the codebase. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
