Remove custom tracing in net::disk_cache

This CL is removing the old tracing system in net::disk_cache.
The tracing is only active in debug build, or if manually toggle
an ifdef in trace.cc (see #define ENABLE_TRACING 0)

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
