Add AmplitudePeakTracing to Android

This CL mirrors the changes already added in Window and Mac to enable
amplitude peak tracing on Android.

See docs/media/latency_tracing.md on how to use this code.

Note: preliminary numbers collected through this method returned higher
than expected numbers, and with a high variance. The Android audio stack
might be less suited to this type of tracing than on desktop.
