Add android-desktop-x64-compile-rel to CQ The builder is stable, the test targets are building correctly, and the pool has enough capacity to support 100% of traffic. This is a reland of crrev.com/c/5981227. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
