[gap-decorations] Minor cleanups in BuildGapIntersectionPoints This change optimizes array lookups in BuildGapIntersectionPoints for both performance and readability. A duplicated array access is eliminated via use of the `GapIntersection` constructor that takes a boolean for `is_at_edge_of_container`. Repeated multi-dimensional accesses use a variable for the first dimension, optimizing repeated lookups. No behavioral changes are expected. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
