Mac: don't save Cocoa restoration state for miniaturized windows

We do the native part of state restoration in
NativeWidgetNSWindowBridge::SetVisibilityState

But for a miniatuarized window, by the time this is called, what we
really *don't* want is for it to be miniatuarized.

Tested on 10.11 and 10.15 that miniaturized windows are still
restored, still restored miniaturized and go to the same place
when unminiaturized.

(Why, as in the bug, this is only being called when we create a
background tab eludes me. See stack trace in bug for details.)
