Unify usage of Plane/Anchor/HitTest IDs Rather than using uint64_ts through much of the code, this unifies more of the call sites (at least on the way into the code), to use the proper IDs rather than the uint64_t values being used now. Further, removes the customized address_to_id_map. With using the IdType items, we don't need it to help guarantee the start index and it is simple enough to add GetOrCreate logic to the using classes. Ideally, these DCHECKs would be upgraded to CHECKs, and then we would not need the "guarantee" from GetOrCreate that we still had a valid ID, but the intention was to keep this change as mechanical as possible and not to introduce new behavior. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
