Avoid lifecycle updates with main frame deferred Resizing a view with a pending render blocking stylesheet was forcing a lifecycle update for page constraints which in turn caused transitions to happen when the blocking sheet was loaded. Skip the lifecycle update when we have frame updates deferred. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
