[Pix] Add metrics to Pix flow (8)
Add metrics regarding InitiatePayment call:
1. Add a PayflowExitedReason if InitiatePayment failed.
2. Remove the InitiatePayment result and transaction result histogram;
3. Add a histogram to record InitiatePayment call attempt;
4. Update InitiatePayment latency histogram to add a result breakdown.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
