Roll Amd64 AFDO from 147.0.7688.0_pre1585104_rc-r1-merged to 147.0.7689.0_pre1585196_rc-r1-merged

This CL may cause a small binary size increase, roughly proportional
to how long it's been since our last AFDO profile roll. For larger
increases (around or exceeding 100KB), please file go/crostc-bug.

Please note that, despite rolling to chrome/android, this profile is
used for both Linux and Android.

If this roll has caused a breakage, revert this CL and stop the roller
using the controls here:

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
