cros: shill: add UMA histograms for portal detection durations This patch defines the UMA histogram for the following ChromeOS portal detection metrics: - Network.Shill.PortalDetector.HTTPProbeDuration.$TECH: duration in milliseconds of HTTP probes done for network validation. - Network.Shill.PortalDetector.HTTPSProbeDuration.$TECH: duration in milliseconds of HTTPS probes done for network validation. - Network.Shill.PortalDetector.InternetValidationDuration.$TECH: total duration in milliseconds of a network validation attempt confirming Internet connectivity. - Network.Shill.PortalDetector.PortalDiscoveryDuration.$TECH: total duration in milliseconds of a network validation attempt obtaining a portal redirection result. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
