Reland: "Recreate inkdrop ripple and highlight when theme changed" This is a reland of commit 2e4bd03ddff02bdfb5202fc50b5e00510e1d82bc The call to GetInkDrop() will lazily create the ink drop when called. We need to call HasInkDrop() before GetInkDrop() to avoid create them. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
