[SFL] Coordinate the commerce omnibox icons This patch removes the restriction of not being able to show the price tracking icon if price insights is available. The expanded states of the icons are coordinated from a central location (the ShoppingListUiTabHelper) so they are not expanded at the same time. The price tracking chip will also now expand for products > $100 if none of the other conditions are met. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
