Move post-layout cloning out of NGPhysicalBoxFragment "copy" constructor This makes the "copy" constructor more generic, so that it can be used for other purposes. Repeated content during fragmentation (table headers / footers and fixed positioned elements) is going to need this functionality without the post-layout stuff. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
