Setup initial code structure. Notes: 1. This is a copy and paste of compose structure, which applies well to out use case. In the future we also are going to expand to ios, therefore a new component also makes sense to us. 2. The methods in the interface autofill_prediction_improvements_delegate.h are really just a rough idea. Their signature will change and new ones will be added. Please do not focus on them for now. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
