Add UMA use counter type for links with `interestfor` This adds a new ContextMenuAndroidType that will be used for all links that have the (experimental) `interestfor` attribute. This set of counters can be used to track the frequency of interaction with the "Show Details" menu item (related to `interestfor`) as compared to the other menu items. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
