[UniversalInstall]: Introduce view states to the dialog.

This way we can launch the dialog as soon as the user
requests it, and it will fill in the info needed, once
the data becomes available.

The dialog now has a 'loading...' state, much like the
current install dialog, and the following end states:

1) App is installable
2) App is not installable, but is already installed and
therefore open-able.
3) App is neither installed nor installable, so we
disable Install and leave 'Add shortcut' enabled.

(The last state is new, 1) and 2) are pre-existing).

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
