[LUCI Analysis] Allow googlers to modify chromium rules. A few developers on our team are not chromium devs but have wanted to modify rules to test LUCI Analysis. I am proposing to add googlers in general as we have recourse for any improper changes made by this group of people. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
