[iOS] Fix tile Nav check handling the else branch instead of skipping

The check that was meant to prevent the second tile nav suggest from
being handled was instead causing a fallback to the else branch. This
would later cascade and incorrectly inflate the count of carousel items
exceeding the `kCarouselCapacity.
