make MultiThreadedCertVerifier require a CertVerifyProcFactory If MultiThreadedCertVerifier does not have a verify_proc_factory_ when UpdateChromeRootStoreData is called, then the update is ignored. This will be even more important as more types of configuration are done by updating the CertVerifyProc. Remove the other constructor and change this to a CHECK to ensure nothing is being misconfigured in such a way as to ignore these updates. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
