[Bedrock] Move ExclusiveAccessManager to BrowserWindowFeatures

This CL moves ExclusiveAccessManager off Browser and into
BrowserWindowFeatures.

Some other code related to DownloadBubbleUIController initialization
was moved into BrowserWindowFeatures::InitPostWindowConstruction, just
after ExclusiveAccessManager creation, because it needed
ExclusiveAccessManager to be initialized to get FullScreenController
that it depended on. Also bypassed DownloadBubbleUIController and
directly used download_toolbar_ui_controller_->display_controller().

ExclusiveAccessManager was initialized early in BrowserWindowFeatures::
InitPostWindowConstruction because LensOverlayEntryPointController::
Initialize also needed FullScreenController initialization to be done
by ExclusiveAccessManager.

The remaining changes involved mostly about adding
browser_window_features.h header to most source files and adding
//chrome/browser/ui/browser_window as dependency in the corresponding
BUILD.gn files.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
