Move Page.frame{Started,Stopped}Loading instrumentation to browser
This assures frame{Started,Stopped}Loading events are emitted in pairs
and only once per each load of each frame. Previously, we would in some
cases report events for OOPIF both in the parent and in the child targets.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
