Correcting `NeedsRefill` logic by checking for the most updated geo. Existing Behavior: The manager was checking to see if the current geo needed a refill before a possible new geo was set. This means that if a new geo was found in a token refill, the refill check would not have accurately checked if another refill was needed. This means a refill could have been scheduled sooner than needed for a geo that we do not currently care about. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
