Android: keep code comments in java_cpp_template No change to production behavior. This changes the 'java_cpp_template' build rule to keep Java code comments in the generated output file. This should not change behavior because the Java compiler will remove the comments, however keeping the comments in this intermediate file makes documentation more discoverable. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
