[iOS] Add build flags around deprecated API In iOS 17, the AVRecordSession recordPermission property was deprecated. In this CL, build flags were added around the deprecated API, so that Chrome can be built with a minimum deployment target of iOS 17. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
