[CrOS Bluetooth] Create HidDetectionManager.

Create HidDetectionManager, the class responsible for detecting and
automatically connecting with HIDs when HID detection is started.
Implement GetIsHidDetectionRequired() which returns a result indicating
whether HID detection is required. If the device has both a pointer and
keyboard connected at the time of the request, HID detection is not
required, otherwise it is.
