Only set window affinity when window is visible on Win platform If the window is not visible, call to `SetWindowDisplayAffinity` will attempt to compose the window, resulting showing a blank window on the screen, that window could not be hit tested until set it to visible. This CL changed the logic and only set the display affinity when window is visible. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
