Use the frame rate to calculate total frames in window The interval of last frame in sliding window is used to calculate the total expected frames in window. Test are also updated to reflect this change in calculation of percent dropped frames. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
