[iOS] Relands FRE experiments & fixes tests caused by config changes A config change has caused various tests to be flaky; forcing features on these tests to fix failures. This CL relands the changes that were reverted by crrev.com/c/3668370 and fixed the original issue. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
