Implement header parsing for aggregate debug reporting https://github.com/WICG/attribution-reporting-api/pull/1292 A follow up CL will hook up with source and trigger registration. Note that two new debug data types are added, but as they are not supported for verbose debug reports, we don't have to update enums.xml. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
