Rename ConsumeDeclarationList to ConsumeBlockContents The current editor's draft of the CSS Syntax spec no longer defines the algorithm "parse a list of declarations", and instead relies on "consume a block’s contents" for both declarations and child rules. This seems like a better name for Blink as well, so we change the function name to match. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
