Reland "[Quick Delete] De-flake QuickDeleteDialogDelegateTest" This is a reland of commit 23a6ef76d0d2d1f12ab9e892f73c0614674d3553 The Quick Delete entry point was not added to the overview menu for tablets with empty tab switcher, this caused the test to fail on foldables. This relands the CL with the new QD entrypoint. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
