Remove android's custom logdog butler CIPD package from all test tasks All test tasks already have a butler binary attached as part of the task template: http://shortn/_wtPKulztVu So all android test tasks are downloading 2 such binaries. And the one here is at least 5 years old: https://chrome-infra-packages.appspot.com/p/infra/tools/luci/logdog/butler/linux-amd64/+/git_revision:ff387eadf445b24c935f1cf7d6ddd279f8a6b04c So this removes the duplication, which should also help task overhead a bit. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
