[mobar] Translate mini origin bar in sync with soft keyboard

This implements vertical movement only, not scaling, fading, etc.

* Add a WindowInsetsAnimationListener that calculates a compensating
  offset for the control container to keep it in sync with the soft
  keyboard
* Use that offset in ToolbarPositionController to position the control
  container
* Guard the position-syncing logic so that it only runs for IME
  animations related to form field focus state changes. Don't run it
  while an accessory sheet is up, as this will inadvertently hide the
  toolbar behind the sheet.

w.r.t the latter bullet, I expect to land followups that improve the
robustness of this logic.
