[Tab Organization] Update session and service observation. When organizing tabs through the tab context menu or the three-dot menu, the UI wasn't finding out about the newly created request, so it stayed in the not started state. On clicking the organize button from there - crash. This CL splits the overloaded "OnStartRequest" observer method into two. OnSessionCreated is useful for observing sessions, while OnUserInvokedFeature is used to open the feature UI. There's additionally a bunch of cleanup from removing the whole OnStartRequest thing from the service and session. Low coverage in the page handler because it is still pending tests from previous CLs - will get covered when those are added. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
