Add a Rust-based ETC1 texture compressor This is an ETC1 (GPU texture) compressor to replace the current ETC1 compressor sourced from AOSP, which is slow and can disrupt foreground jobs. The new texture compressor is written in Rust, with a focus on performance, safety and portability. This compressor will be gated behind a build flag that can be turned off if a toolchain roll breaks build due to nightly features. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
