[SAA] Fix remote disconnection issue with GC & handles

There's a bug where if the SAA handle falls out of scope, connections
between other objects (like Broadcast Channels) allocated from the
handle cease to work.

Let's add a test for the impacts of GC and transfer ownership of key
remotes/objects to a per-window-global to prevent disconnection issues.

I have confirmed this test crashes due to disconnection on trunk, and
succeeds here.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
