TrayBubble: bubbles not updating correctly on tablet state change

Currently, when transitioning between tablet and clamshell mode, the
tray bubble views don't update their position. This leads to weird
states such as incorrect padding, floating in the middle of the screen,
and overlapping the shelf. This is due to the bubble view anchor and
insets not being updated.

This CL will make it so that the tray bubble view will update its anchor
and insets whenever transitioning between tablet and clamshell mode, as
well as also reacting to shelf alignment changes.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
