Reland "Log system PageIntervention.CPU histograms"

This is a reland of commit 2e36357fed4bd2ff66969a700579a5bc0a15a4c1

It checks the system CPU before the page CPU, since PageNode's in the
page CPU result vector might be deleted during the asynchronous system
CPU probe lookup.

Also adds a histogram that's logged when there's an OS error reading
the system CPU, and updates the unit test to expect either the
system CPU histograms or the error histogram.

Original change's description:
> Log system PageIntervention.CPU histograms
>
> Reworking of https://crrev.com/c/4986211 to query the page and system
> CPU usage in sequence instead of in parallel, which avoids a lot of
> complicated callback code.
>
> Also adds a sequence checker to PageTimelineMonitor to ensure the
> system CPUProbe is always invoked from the right sequence.

Logo Chromium

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

Learn how to Get Around the Chromium Source Code Directory Structure .

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
