Reinstate populating quarantine metadata By request of an Apple contact, reinstate populating quarantine metadata even though it's not stored by the quarantine subsystem. This effectively reverts the functional changes of https://crrev.com/c/4343932, reimplementing them in a modern way, while keeping the cleanup that also was included in that CL. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
