Componentize further chrome/browser/ui/views/location_bar/ files This CL keeps the componentization started in https://crrev.com/6824049, by adding further files from //c/b/ui/views/location_bar directory into headers (:location_bar) and implementation (:impl) targets, and creating an utility one (:icon_label_bubble). In particular, the new :icon_label_bubble target was crucial for breaking //c/b/ui/views/page_action:page_action ↔ //c/b/ui/views/location_bar:location_bar circular dependency. Now it's missing only the location_bar source code related to browser_tests, unit_tests and interactive_ui_tests targets. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
