Update ScreenAI OCR metrics on image size.
OCR module downsamples the images if their width or height is above 2048
pixels. Hence metrics collected on latency and client type of images are
updated to match this threshold.
OBSOLETE_HISTOGRAMS=Accessibility.ScreenAI.OCR.Latency.{ImageSize} is replaced by Accessibility.ScreenAI.OCR.Latency.{DownsampleStatus}
OBSOLETE_HISTOGRAM[Accessibility.ScreenAI.OCR.Oversize.ClientType]=Replaced by Accessibility.ScreenAI.OCR.Downsampled.ClientType.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
