Fix title case capitalization by replacing with ICU. This change corrects the logic for applying uppercase rules when using title case. It replaces the previous custom implementation with ICU to properly handle language-specific casing rules and improve consistency across all locales. In particular, it addresses issues in the Turkish locale, where standard ASCII-based logic fails (e.g., incorrect handling of 'i' ↔ 'İ' and 'I' ↔ 'ı'). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
