[infra] Document missing arguments to builders.builder. A number of arguments have been added to builders.builder that have not had any documentation added to the docstring. This adds documentation for those arguments as well as reorders the argument documentation to match the argument delcaration order. Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
