Refactor: Simplify code to iterate on zip entries A function called `for_each_file_entry` is introduced. It handles iterating on zip entries and return with control flow. This reduces boilerplate code and allows to better handle short-circuits with `ControlFlow`. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
